Doug Parrott, president of SBT, announced his retirement.

At the Stark County Bancorp meeting of stockholders held on Jan. 23, Douglas E. Parrott, president of Bancorp and the State Bank of Toulon, announced his retirement at the end of 2026.

Stepping into the position will be Douglas J. Blunier, who was named Executive Vice President/CLO of SBT.

Parrott originally grew up in the rural community of Arthur, Ill., where he graduated from Arthur High School in 1977. In 1979, Parrott received his associate’s degree in science from Lake Land College and his agricultural economics degree from the University of Illinois, Champaign in 1981. He also graduated from the CBAI School for Community Banking in 1988; the Graduate School of Banking, Madison, WI in 1991; and the Moore School of Business Graduate School for Bank Investments and Financial Management, University of South Carolina in 2006.

His banking career started in 1979 at Market Place National Bank, Champaign as a teller; he began working at the State Bank of Toulon in 1982 as the farm representative. Parrott became an assistant loan officer in 1984 and assistant vice president in 1988. In 1997, he was promoted to senior vice president and senior lending officer; in 2001 he became executive vice president; and in 2006 was elected the ninth president of the State Bank of Toulon.

Parrott served on the board of directors of Abilities Plus in Kewanee from 2002 to 2013; from 2006 to present, as well as the Black Hawk East Foundation. He has served on the Illinois Transfer System, Inc (ITS and Shazam) board of directors since 2006 and is currently Chairman of the ITS Board of Directors. Parrott currently serves as President of Toulon Civic Association and Member of Toulon Lions Club Board of Directors.

Doug Blunier will replace SBT President Doug Parrott, who plans to retire in 2026.

Blunier grew up on a grain and livestock farm in rural Princeville and still resides on the family farm as the fourth generation to do so.

He graduated from the University of Illinois, Urbana-Champaign in 1996 with a bachelor’s degree in agriculture economics. Upon graduation, he returned to the family farm and started work off the farm for a local grain elevator, as a grain merchandiser, covering the Stark, Henry, and Peoria county areas.

In 2005, he married his wife, Carol and will celebrate 20 years of marriage this February. They have three children that occupy any downtime, with the oldest off to her first year of college and the two younger boys fully engaged in their high school years.

Blunier has always been active in the community, volunteering at county fairs, helping with local FFA and 4-H activities, as well as serving on several boards and committees within the communities and with his church affiliated organizations.

In 2005, Blunier joined the State Bank of Toulon as an Agriculture Loan Officer and has dedicated the past 20 years to his professional growth within the organization. He currently serves as the Executive Vice President/Chief Loan Officer and has been selected by the board of directors to transition to the role of President/CEO, upon Doug Parrott’s retirement at the end of 2026.

“I have really enjoyed my time here at the bank and am excited for the future of the bank and am honored by the confidence and support the board and staff has shown me,” said Blunier.
